Yeah, that's right. But region changing is a little bit complicated than what we think because (1) there are some modified Secureinfo_As in the Internet which can cause a brick (2) it is said that non-O3DS Secureinfo_A will brick O3DS.
If they've figured out how to do that, then write in detail how it is accomplished and send it to Plailect so that he can add it to the guide.
Besides that, we should still delete some original region NAND titles otherwise it may cause a brick on further steps.
I'm not the guy coordinated this project. I'll try to ask somebody.
At forum bbs.duowan.com, there are ways which change region of SysNAND with a valid SecureInfo_A first, then hack it as the normal way of A9LH.
I'm Chinese too, but I bought a JPN N3DS, cause ,you know, there are a few games for TWN/CHN 3DS.
So not tried the methods above. A CHN/TWN/KOR 3DS and hardmod are needed.
