Can someone please explain to me why it matters? (Sorry if that sounded rude am just asking!)

It doesn't matter.

Regarding how to know, IPS has better viewing angle in general and produces stronger ghost images on 3D (so, worse 3D).
So, if when you look at your upper screen from an angle (specially when you look it from below or above), colors seem to shift and change, then it is TN.
Your lower screen always is TN. The only one that can be IPS is the upper screen.

I'd rather have a console with 2 TNs, even if IPS has better viewing angles. Am I right in assuming the brightness isn't exactly the same between the two? That kind of bothers me. A friend of mine has an o3DS. It bothers me to see that the bottom screen is slightly more yellowish than the upper. Is this noticeable between IPS/TN on n3DS? I currently own a 2DS (which technically only has 1 screen), so the brightness is the same.

Some consoles apparently have IPS lower screens. It's so hard to tell the difference during normal use anyway, I don't know why anyone cares.

I think you don't need to compare.
Just look at the screen from an angle, specially from below.
Take into consideration this example.

The difference is stark if you compare directly with an IPS screen:

Meh. The difference is really outstanding when you look it at an angle.
The 3DS is not designed to look it at an angle, and if you do you should probably become a contortionist or a joker.
Also the IPS screen produces stronger ghosting on 3D mode.

PS: but I would prefer an IPS screen because I never use 3D, I play Project Mirai a lot, and you used the right picture to convince me.

The ghosting issue also exist in TNs, if I move my head by a slightest it will flicker. (Not sure about XLs) It heavily depends on the lightning condition I guess

It's perfect for RPGs though
I suppose it is. Now I'm jealous :(

Though I still like my 2DS, controls feel good, and there is no difference in brightness between displays, as it's just 1 screen.
