Hacking would it be possible to make a homebrew launcher cia that behaves like a normal app

Then no, you're still stuck with the .cia because HBL can't boot up properly until the operating system itself does, unless someone took the time to get around it from scratch (good luck!). By that point, you'd need to use menuhax, browserhax, or DS Profile to get in. The .cia relies on (relatively) the same exploit menu and browserhax use.

Try this.
Make a backup of original file and replace it with this file.
Then rename boot.3dsx on root folder to less.3dsx

Aren't the lesshax payloads actually ropbin and not otherapp?
No, I'm using lesshax payload with hb_loader.cia.
Firmware: 11.0.0-33 (U)
It work fine.

I gave him the (E) version.
it said invalid payload size and then downloaded the normal one
Did you extract the .zip file?
