OP
So, as the title suggests, I'm looking for something like a Perl interpreter for the DS. I've been looking around for a bit but I can't seem to find anything.

It's possible via DSLinux, although I don't know if it will work without slot-2 RAM available, it's been a few years since I tried. I used it for this "text wrapping" Perl script to reformat text files for easier reading with other DS homebrew programs (actually come to think of it, I think it was specifically for use with the Supercard's in-game guide function which had no word wrapping). I found a copy of the binary file in one of my backups here on my computer, might upload to Filetrip if anyone reports it as still working. Put "perl" in the /usr/bin folder in the "linux" folder on the root of your SD card, and test with WRAPPER.PL and any random text file you wish to re-wrap. You'll want to use the "DLDI" version available at http://dslinux.org/builds/

EDIT: Fast6191, looks like you did know about this at some point in time at least.
A while back I attempted to find all the interpreted programming languages for the DS, http://gbatemp.net/threads/attempting-to-list-all-programming-languages-available-for-the-ds.357792/ was the result and no perl there.

From that thread itself though:
However DSlinux should have a version of PERL available.
