Hacking Problems injecting FBI into Health&Safety

When I try to dump the Health&Safety app with these instructions I get a fragmentation error.

Then I tried this without any luck, too

Old method of installing a CIA installer. Download FBI.cia

You need to use rxTools 2.5.2 or above for this method! You can get 2.5.2 from rxTools.net, or follow the instructions from the section "How to Update to a Newer rxTools Version" to get the latest Nightly.

1. Boot up your 3DS and launch rxTools. Hold L when the bottom screen glitches to get into the menu. If you're using rxTools 2.5.2 or 2.6, hold R instead.

2. If using 3.0, press dpad RIGHT to go to Advanced Options -> Press A -> Install FBI -> Press A -> choose SYSNAND, then select "check TMD version".
If using 2.5.2 or 2.6, choose " Inject FBI over H&S app" and then choose "Install".
3. Take note of the console region and the TMD version, and turn off your 3DS.

4. Open the rxtools download and open the "Tools/fbi_injection/[region]/[version]" folder and copy the "fbi_inject.app" and "fbi_inject.tmd" files to the SD card root dir.

5. Put the FBI.cia from the FBI download onto your sd card

6. Boot up your 3DS and launch rxTools. Hold L (or R if using 2.5.2 or 2.6) when the bottom screen glitches to get into the menu.

7. If using 3.0, press dpad RIGHT to go to Advanced Options -> Press A -> Install FBI -> Press A -> choose SYSNAND, then select "Install FBI". When it's done, it will ask what you want to do with the source. Select "keep" if you want to install FBI to sysnand later.
If using 2.5.2 or 2.6, do the same as in step 2.
8. Now, return to the rxtools main menu and select RXMODE -> SYSNAND and launch the Health & Safety Information app, it should boot FBI instead
9. Select FBI.cia and press A to install it.

If you get a Database error! In your SD card, there should be a Nintendo 3DS folder. Open it, and open the folder inside that (has a long name of random numbers and letters); that is your Sysnand's ID folder.

If there are two or more ID folders, then do the following steps for both folders. One folder is for your Sysnand and the other is for your Emunand; if there is another similar folder, it probably belongs to another 3DS that you inserted your SD card into. Ignore the "private" folder if there is one.

There should be another folder within, so open that too. You should now see an "extdata" folder. If you don't see a "dbs" folder as well, download this zip folder and put the "dbs" folder beside the extdata folder.

It just starts the normal Health&Safety menu.

Can someone help me? I'am on 4.5.0-8E in Sysnand and in Gateway on 10.6.0-31E

I'am trying to get down to 2.1

Dont use a gateway to downgrade to 2.1 use instead an emunand in a real SD. Also don't use gw during the downgrade process for that matter, because IIRC things can go wrong when downgrading with it

I have an emunand installed with Gateway. The only thing I would like to have is this otp thing.

And the two instructions won't give it to me.

When Gateway makes an emuNAND, it isn't properly aligned. This is why you get fragmentation errors and other unexplained stuff.

All your problems are probably due to using Gateway.

This is a rough explaination but get work done. Still let other members confirm this:

Use emuNAND Tool to extract and save your current GW emuNAND from your console SD card to PC. Also backup Nintendo 3DS folder from SD card to PC.

Either use a spare empty SD card or use MiniTool Partition Wizard to remove all hidden partitions and format your current SD card to FAT32.

Follow the Phailect guide word to word on fresh SD card. This will give you A9LH on sysNAND.

Once that is done you can use your extracted emuNAND.bin by putting it on console SD card and use EmuNAND9 payload to create emuNAND on your console SD card and then inject your emuNAND.bin using it.

When Gateway makes an emuNAND, it isn't properly aligned. This is why you get fragmentation errors and other unexplained stuff.

All your problems are probably due to using Gateway.

@Drake008 because aparenty you didn't read my post to NOT use a gateway and use a SD emunand(not the gateway SD, the 3ds's SD).

Remember to not use the gateway in the process not even inserted in the 3ds

SO I'm stuck at Part 4 point 10.

There should be a dump of Health&Safety happening. I get the error

SD is not formatted for EmuNAND
HEalth&Safety Dump: failed

But I have an emunand (rednand) installed.

I read a bit more and now everything works. My Sysnand is at 11 with FBI and HBC.

Wait... Are you running a CFW? Or did you mean you updated EmuNand? Otherwise, you've updated SysNand, and can no longer proceed without a hardmod...

EDIT: I'm surprised nobody suggested, but Decrypt9 is a lot better at injecting/extracting H&S than RxTools is, and should be done instead. (It seems you got it working anyway, though)

Under systemsettings I have "Sys 11.0.0-33E" and on the "Desktop" I have the "FBI CIA Installer" instead of Health and Safety. Also hblauncher, sysupdater and lumaupdate.

When I'am down on 4.5 again I cannot start the blue card. I just get a black screen. When I restore the nand to 9.2 I can boot the blue card but it does not work because it is 9.2. That is strange

Sys 11.0.0-33E is CFW... Im not even sure what the problem is here? You had everything set up and then... got rid of it? or what? Im really not sure what you are trying to do.

Somebody said when SYS is there it is not CFW and that had me thinking I did something wrong.
So I'am on CFW? Without the Emunand and 3DS file boot?

Yeah I restored to 4.5 and restored to 9.2 and so on. Now I'am back with my restored 11.0.0-33E in the 3DS.
