Yes, it's safe, but if I were you, I would use Luma3DS, as it is actively maintained, has the newest features and is faster and more reliable , unlike RxTools, which is dead and not being actively developed

if yes, just delete everything related to rxtools and ctrbootmanager(rxtools folder, boot.3dsx, boot_hb.3dsx and finally boot.cfg) and download luma3ds zip. when downloaded, just exctract the 3ds and luma folder, and the boot.3dsx file in the menuhax folder to the root of the sd

i boot rxtools from browser (9.2)

first install menuhax , which is faster and more reliable.
then just copy the boot.3dsx (in the menuhax folder) to the root of the sdcard and copy the luma and 3ds folder to the root of the sd card, of course deleting the boot.3dsx file first
