Is it possible to system transfer my arm9loaderhax new3ds xl to another arm9loaderhax new3ds xl and if so how can i do so keeping all my games.

Yes you can, any legit CIAs will transfer over (only because they're being moved to a CFW 3DS, it wouldn't work transferring to a stock 3DS) but non-legit ones won't. You'll have to reinstall their tickets to make them appear (after transferring and moving the data over, you could use CIAngel to install tickets individually or TIKdevil to mass install all available tickets).

No, you don't have to reinstall them. They will already be there but just need their tickets to make them playable.

You can install just the ticket which takes only a few seconds.

I had the same problem ages ago, I solved this way:

Complete your system transfer. You'll notice a bunch of gray icons on your games if you check them in System Settings.
Open FBI, do a network installation of all your titles. They won't actually be reinstalled, but the tickets will be validated and you'll be able to use them again
