No, the initial payload has to be somewhere, and this somewhere better be the SD card. We are not talking about games here, so your comparison is a bit useless.

Currently not. And it will likely never be possible.
Your current A9LH payload is loaded from SD via a modified Arm9.
If you had a payload that was tiny enough it might be possible to write it to your firm. But it would likely be useless.

Maybe someday people will get access to the bootrom.

Unless the SD card went bad, how would you lose the SD card? Mine doesn't leave the 3DS unless I'm adding games or backing it up.
