if you want a simple answer just run a new 3ds title on HANS with 200 and something clock speed and you will see the results for yourself, I tried it with xenoblade which at first I thought it didn't work and when I entered a battle with one enemy the game looked like Crysis 2 trying to run on a pentium

No, I tried booting up both xenoblade and snes vc on my a9lh old 3ds using fbi and they both have different results: xenoblade just gets you back to the home menu and snes vc stays in a black screen so I would infer that these games are using more new 3ds components than the faster clock speed

Already been done. Someone install xenoblade cia on old 3ds and got like 10fps or something
That has never happened. The game will never start in any circumstance on o3DS; however, we used a n3DS and reset the clock speed to 268mhz and got that 10fps. The n3DS also has a better GPU and cores; so we can't expect even 10fps on o3DS.

I thought the New 3DS didn't have a better GPU? The only thing that was upgraded was the RAM and the amount of CPU cores, right?

What you more likely than not heard of was someone running the game at o3ds clock rates on an n3ds...which yeah, not playable. That game in paritcular REQUIRES use of the c-stick which doesn't exist on an o3ds (and the system probably explicitly does a check to see if it exists, or some other hardware based checks at boot)

If you mod the game and make textures lower Quality would it run better
Perhaps if you compressed the textures, which the old Ohana3DS is unintentionally capable of by just re-importing the same files.
Maybe, but at least I don't know if size of the texture files would matter that much.
