ROM Hack [Question] How to make a rom hack without hans? (Cia/3ds Rom)

Hey Guys, I been searching online for quite a while and I have been unable to find out how to make Pokémon Star Saphire, Rutile Ruby, Neo X and Neo Y .3ds file. I also want to convert those to .cia and I am not sure if anyone has made a newer easier way to do it. Please help if you can

You can use the romfs that is used with hans, to build a cia/3ds. (You will need the Exefs and exheader)

Get the romfs from the hack, get the exefs and exheader of the game (google), and use this to build the game.

Ok, can I change the id of it when I make it a .cia so I can have both the unhacked version and the hacked version of all four installed?

I'm not sure. Maybe the UID has to be changed too?
