Misc Nintendo server out of the air in both mode and nand emunand

I wonder if I was banned from the Nintendo servers.
I can not even update the 3DS and enter the Eshop.
The update 10-7.0-32 downloaded by 3dsnus.
I installed a ticket package by the FBI with 300 games.
I wonder if the nintendo is blocking who is using tickts.
