No internet? Like, no connection AT ALL. I want to use my Wii U in my car for vacation (cuz road trips are boring) and I need to run Wind Waker and crap.

All of those things can be done without an internet connection, you just need to use the mobile hotspot on your phone, or install a program for it (like Connectify) on your PC. Though using a laptop in the car just for selfhosting is a bit inconvenient
Do you have a 12V car adapter for your Wii U or how are you powering it? I didn't even know those existed.

Very doable. If you cannot afford to buy a self hosted wifi adapter then use your phone. You only need to have your hotspot on long enough to load HBL. After that its all offline.
Not really a big problem since you only need it once to launch Loadiine and then after playing a game you can get back in Loadiine by opening Mii Maker.
Forgive me if I haven't seen it, but is there a tutorial written up on how to use your phone as a host?

It's very easy.
The reason you can only do this through the Internet browser is because the exploit utilizes a bug in webkit which allows code to be ran. No userland exploit outside the Internet browser has been found.
I know it's easy, like I've been saying on 5.3.2 I have +90% boot success, but on my 5.5.2 WIIU not 1 successful launch in about 50 attempts.
