Hacking [Question, N3ds] What's the highest firmware gotten new from Amazon UK

Hello, I am going to get a New 3ds from Amazon but I'm not sure if I'll need a game to downgrade it with (At this time, Pokémon Super Mystery Dungeon is looking the best) and I just want to make sure that I have everything I need for setting up my 3ds (I'm getting everything on 1 day delivery so I can set it up for Saturday night)

I thought that above one of the system versions, it didn't come with the browser

I would say grab a quick reader for the cards. I'm not looking forward to doing my n3DS XL because mostly it's sitting here waiting for installation.

Only cartridges with 9.9 or above contain a stub browser AFAIK. New consoles aren't affected.
