Homebrew Noobish Questions about N3DS Homebrew

So,a friend of mine wanted to buy a cheap 3ds /(whatever it was,N3DS or O3ds) but unfortunately for me, (I own a 3ds and a 2ds,so I don't know much 'bout N3ds), are there many ''cahnges'' on understanding n3ds ? Is setting up homebrew on the n3ds the same process as o3ds? Are the files called .cia on o3ds called something else on n3ds,is it the same process to install them? And the question concerning me the most, since he won't be able to see what version the system,does browser hax work on the latest version of n3ds? And if the browser asks for update will the things you would do on o3ds work on n3ds ? does downgrading with sysupdater work on n3ds too (I know i have to be areful about the files) ,

Summing up,I'm just asking if there are many differences between o3ds and n3ds homebrew and tehnical stuff

Not really. The only major differences in homebrew are browser exploits (n3ds uses SKATER, instead of SPIDER browser), and adjusting the clock rate using HANS. Of course, if you want to downgrade and get cfw, you need to install n3ds specific update .cias, and you can't run the original pasta cfw.

.cias are still called .cia. They could technically be called .kia, but that would create confusion for devs

Not really. Just make sure your friend doesn't update the console when he/she gets it. It should come with browserhax compatible firmware. I don't think new consoles are being sold with 10.5+ yet.
Before anything else, what's the newest version on N3ds and what's the latest version on n3ds that supports borwserhax ?
