Well I believe you should just install the original USA version unedited (if the rom is a lot bigger than the original size it probaly wouldn't load) then use/install a update for smash on 1.1.4 or 1.1.5 as there are cia versions of these that were rebuilt for saltysd that can be used for custom music and other types/hacks on the 1.1.4 or 1.1.5 updates for smash.edited, and when I installed it as a CIA it didn't boot (obviously)

Hmm no changesThe CSS stuff in my download goes in /smash/ui/replace/chr and ui_character_db.bin goes in /smash/param/ui

You would also have to make a cache.bin if you want to test faster as well.
