Yeah, I want to know because a friend of mine broke the charger port inside of the 3DS and he wanted to transfer the cias like if were legal onto a virgin 3DS

Unfortunately I said no. But he wants to know if no matter what he can erase cias, eshop will let you download it again.
If not, then I have to tell him that he needs to CFW'd it again.

If you delete a cia, the eshop will act like it was never installed in the first place.

Is a 10.7 EmuNAND/9.2 SysNAND he wants to transfer his cias fron his EmuNAND to his other 3DS he wants to buy "without hack"

Hmm, system transfer didn't work for me. I still had to reinstall my CIAs (and both devices were running CFW).

Nintendo checks your purchase history and only transfers games that are legit. I had A Link Between Worlds console that the L button broke in a week but I already used the Link Between Worlds code on another console. I exchanged the console for a new one despite using the code as it was broken.

Fast foreward to when I got another 3DS XL to replace my brother's regular 3DS (which had used the code from the exchanged console)

The system transfer deleted everything from the 3DS as part of the transfer Link Between Worlds was not transferred and it was not in the 3DS history to redownload despite it being downloaded from the eShop in the first place and having a valid ticket because of doing so.

Did you do an over the Air transfer ?
know people will not like this part but you MUST do an over the air transfer; it's the only option that keeps emunand intact and doesn't make you restart your device. Yes it will take a while depending on how much stuff you have so just let it run overnight or something. Once complete you should now have everything on your n3ds. If once done the transfer you find yourself in a post transfer loop that it asks you to update emunand simply shut down your wireless router and cancel the transfer. Once you access eshop for the first time everything should automatically finish and appear as transferred.

No they will not be redownloadable, the exception to this is legit CIA's those will be redownloadable until you perform a system format and the ticket.db is cleared. Also before you ask no you cannot system transfer installed CIA's.

Did you do an over the Air transfer ?

It was between a vanilla 3DS and vanilla 3DS XL with the standard transfer method, which copies stuff then has you switch SD Cards over. This was a while ago before I had CFW on any of my 3DS's.

Like I said, Nintendo invalidated the Link Between Worlds code and the eShop purchase with that code but the game worked until I did the transfer, then it was lost.

Nope, they will not be transferred via system transfer, you will need to install them on the other 3DS after the system transfer.

By the way, your friend could easily buy an extended battery pack. Some of them charge through the pack and not the system.
yes, he told me that before asking lol but he decided to get another 3DS that he didn't use for 2 years
