I have a JAP N3DS and I would like to region change it to USA. I know that region change is possible with the exception of a working eshop. Though all guides I've seen only use emuNAND. I know A9HL goes through sysNAND and sysNAND errors can lead to a brick. So how would I go forward with region changing my N3DS and having A9HL?
You'd want to region change your emuNAND first. Make sure everything's working. Format it, then update it.
Then you want to use Delebile's installer for A9LH. Make an emuNAND backup (should be region changed by now), and name it "NAND.bin" and place it on the root of your SD card.
Run the A9LH installer through HBL on your 9.2 sysNAND. It will take a while to install because it will restore the NAND.bin file to your sysNAND. It will then install A9LH over it. Once it's done, use something like AuReiNAND for the CFW.
You should be good to go then. Just make sure you properly region changed your emuNAND first, and make sure you're using your own OTP.
Then you want to use Delebile's installer for A9LH. Make an emuNAND backup (should be region changed by now), and name it "NAND.bin" and place it on the root of your SD card.

So if i'm following Plailect's guide, after I've gotten my OTP in Part 4, that's when I would region change? When formatting my emuNAND would I be using TinyFormat to do so? Also where's Delebile's installer for A9HL? I only know of SafeA9HLInstaller from Plailect's guide.
Do that after you obtained your OTP. Once you obtained your OTP, drag it here: https://felipejfc.com/a9lh
You will get a file called "arm9loaderhax.3dsx" do not use it yet!
Once you have obtained that .3dsx file, region changed your emuNAND, make sure it is fully working. Then format it, and update your region changed emuNAND.
Then make an emuNAND backup. Place that backup on the root of your SD card and call it "NAND.bin". Now you want to run "arm9loaderhax.3dsx" through HBL (from your 9.2 sysNAND).
So to my understanding these are the steps I should be taking:
· Follow Plailect’s guide up to and including Part 4
· Once OTP is secured drag it to https://felipejfc.com/a9lh
· I will get a file called “arm9loaderhax.3dsx”
· Region change JAP N3DS to USA N3DS emuNAND

Once you install A9LH and region change your sysNAND, sure you can remove your emuNAND.

Unfortunately my N3DS is unavailable until next week so I will post my progress then. Hopefully this does not result in a brick. Though reading these steps we've determined a brick seems unlikely.
I originally wanted to do this to a EUR n3ds but after realizing you can patch the home menu to run out of region games(in .cia format) that this was pointless to me. Plus i can still access eShop, but I can't update any out of region games I installed unless I download the .cia version of the update from "that ISO site" and install it via title manager.
To each their own. I want access to A9HL thus this way, albeit more labour, works for me. Also some games display the system language, on a JAP 3DS there are no language options. So for english to be used you can install NTR and the language patch (I'm pretty sure that's it), or change the 3DS region.
I still have a9lh on mine as well. but yeah i can see why you'd want to change it to get an english home menu

this has been tested and confirm to work even without a9lh
in emunand:
install the out of region cias or update (version MUST MATCH 9.2j, install 9.2U)
inject you donor U secureinfo
delete all titles with J
test if it works
flash to sysnand
now do all your a9lh from scratch with US files
in emunand:

you can only do this with the assumption of having already a cfw / emunand setup that is not your desired region (j for ex.)
flash = restore sysnand via your emunand backup, created from your working region changed emunand
from there,
proceed as normal with plialects guide with the files from your TARGET region
requirements:
1. cfw with current region emunand (the region that you don't like) = this must be 9.2J sysnand and 9.2j emunand (not really a must, but it is best so no more Downgrading back to 9.2 extra work)
2. 9.2U files
3. while in emunand install 9.2u via SU
4. inject your secureinfo_a (US version) thru rxtools, d9 or other methods (xorpad16 and secureinfo injectool-you have to dump emunand first for the PC solution) your choice.
5. open your titlemanager or fbi, delete titles that ends with J
6. if everything is working, dump your emunand,
7. restore/flash your emunand to your sysnand
8. you now have 9.2U SYSNAND

See I would be going from a completely stock N3DS. Plialect's guide does the same. If I were to come from a N3DS with CFW on it then your route would be more viable to me. Though I'm sure for other members your method is much better.
