Are we able to access the console's language strings? It would be fun for a Latin nut like me to be able to change my 3DS to be in Latin as much as I could.. What do you guys think? Would you want something like this (It would have more than just Latin ofc :P)?

Some system apps have string files if you have the RomFS for it. I and other people have been able to change some of the text in the Settings app by doing this and loading the app in HANS. Simple if you know how to do ROM hacking.
As for Home Menu, not so sure. It may be possible, at best.

It's possible with emuNAND (or A9LH sysNAND cfw), but you would probably want to set your console's language to French or Spanish (and hence edit those strings instead of English ones), since those languages tend to be more verbose when describing things (for example, System Settings in French becomes Paramètres de la console), and thus you'd have a lot more room to work with when hex editing.
