I guess if you're talking design-wise, yeah I guess so, but they both use different engines and have fairly different voices. VOCALOID and CeVIO are also fairly different in terms of how they work. VOCALOID uses phoneme input (or tries to correctly guess a word's phonemes if you use text entry like most people do) and is designed only for singing, whilst CeVIO is TTS, and is designed for both singing and speech. CeVIO's rendering engine also tends to make voicebanks all have a vocal property in common, and while I don't know how to explain this very well or what exactly this vocal property is called, if you listen to the default voicebank that comes pre-installed with CeVIO and then listen to ONE, I think you may also hear what I'm hearing.

I should also add that it would be very hard to make CeVIO voicebanks for languages such as English since English TTS is hard to program correctly, and with VOCALOID's phoneme-based synthesis, you can support practically every language out there.
