Is there a App out there like the PS3 has that a User can use to Update a Game Rom to a Specific Version?
Like Mario Kart 7
Normal Release is Rev0. There are a number of Updates out there but you dont know which one you get. Like
Rev0 1.1
Rev1 1.1
or Rev2
or Legit CIA Updating.

From an updated emuNAND (current 10.6), if you have the correct .3DS or CIA from your region, and connected to the internet, the game will prompt you an update is available. Launch the game and press Y to update from eShop and it will do so. This will not work if the .3DS or CIA are from a different region than your console though.

As for specific version, you would need to do that from your PC using NUSgrabber and install the update from BBM or FBI. Not sure how to handle that for 3DS titles though.
