Get the downgrade files -Cough- you know we're there at -cough- and instead of downgrade on SafeSysUpdater do Update. I think. Don't quote me on that.
That would the logical thing to do, but I never seen a browserhax running on 7.1.0 xD

Well install Ubuntu or Kali Linux to your laptop. Or boot from a disk and then do a live boot.
You need to set up rxtools and install it via non-homebrew method (running the https://dukesrg.github.io/?rxTools... url or something like that).
Once you are able to run rxtools, you'll have to inject fbi in your sysnand and use it to install sysupdater on your sysnand.

To set up the HBL while on <9.0 firmware, you'd need to either have a physical game cartridge like CN or OOT, or have a cia of one of those games and run it in Pasta mode (but at that point, might as well install Sysupdater as a cia and update without using the HBL, which is what I suggested).
