hey just downgraded 9.9 to 9.2 on my N3ds-XL
using menuhax to boot to HBL
FBI isn't installing CIA's
....did i miss something????

With Minipasta. A 3dsx cfw for sysnand without firmlaunch. When minipasta reboots your system, enter menuhax again and try installing a cia. It should work.

You have to dump your h&s.app from your emunand using Decrypt9. Using the "universal inject generator", inject (really? ) in it BBM or FBI. Then, using decrypt9 re-inject the h&s.app back to the emunand.

I had an encounter with CFWs yesterday for the first time and found that CakesFW is the easiest to setup.
It also has a menu where you can tell it to use emuNAND or not (boot into sysNAND).

The release packs also come with 3dsx/sdmh files etc. so you can do a quick boot from any hax into this CFW.

EDIT: Once in CFW (sig patched sysNAND) environment, you can use browserhax for example to launch the 3dsx/sdmh version of FBI and install whatever CIA you want onto sysNAND.
