Install on your sysNAND?
More or less, the easier way.
1. Boot HBL on sysNAND.
2. Boot Pasta on sysNAND
3. Boot HBL again.
4. Boot FBI from HBL
5. Find H&S title, delete title from NAND.
6. Install H&S CIA.
7. Reboot and verify H&S works normally.
Then just do the injection over again. Though save the files. If you had the original when you first injected, it's much easier to restore from D9

I've restored my H&S app, but the icon still shows the CIA that I had installed (FBI). I was told that the image is cached and will leave eventually, but it's been a really long time with no change.

Delete the 0000008f folder in extdata (on sysNAND/emuNAND wherever you installed it)
Make a backup if you wish.

Boot Yellow8's homebrew launcher loader on sysnand, then pasta on sysnand, then Yellow8's homebrew launcher loader again, then FBI while in Yellow8's homebrew launcher loader, then find and delete the Health and Safety title, and then install it? Is that correct?

Pretty much. Unless you have DevMenu or something already on sysNAND. Make sure you match the title ID properly before deleting it.
Currently, FBI is injected on my sysnand. I want to replace that with BigBlueMennu. I installed BigBlueMenu on my sysnand, but can't identify which unique ID FBI is. There is no 0x1930, which is the ID for FBI

That's because it isn't installed as a CIA. BBM won't delete system titles. (If you're super lazy though, and you have BBM, just install DevMenu to sysNAND and from there just install the .CIA you have for H&S from NUS, it'll force overwrite it)

I tried installing the health and safety app CIA I was able to get from 3DNUS using BigBlueMenu in sysnand but I got the error message "Program already installed, import cancelled." I cant inject BigBlueMenu over FBI until I have he.app. isn't that correct?

You're skipping over what I wrote. Install DEVMENU using BBM. Then use DevMenu to install your CIA.
BBM won't overwrite existing titles, DevMenu will.
Once you get H&S installed, make sure it works like it normally should. Once you have the stock H&S, then boot up Decrypt9 and do the whole H&S dump process again. Then you can add BBM in there, and then inject it as normal. (suggest you keep the stock H&S.app on hand)

Thanks for all the help. It worked. I have my health and safety app back on sysnand. So now that I have it back, I can go ahead and dump my health and safety app and get hs.app and then inject BigBlueMenu?
yeah but it is not console specific i used a file pack when i setup rxtools and used a file from someone else just as long as the sump is taken from a system with the same region and same console type , N3ds old 3ds N3ds xl etc
I'm having the same issue JacksonS is/was having. I've successfully injected BigBlueMenu into my Health and Safety, but the image displayed is still the Health and Safety image. I tried deleting the 0000008f folder in extdata, but BigBlueMenu says "failed to delete extdata. This extdata is mounted." If I try to delete it using DevMenu, my 3DS freezes. How would I delete it?

Just to be sure, you injected the BBM_with_banner.app?
The extdata is from the SD card (not in BBM/Devmenu)
Shut the 3DS off, remove the SD, browse to
- sdmc/Nintendo 3DS/<ID0>/<ID1>/extdata/ (where ID0/ID1 is your SYSNAND folder)
Then pop the SD back in and boot to sysNAND. It should redo the cache and whatever you injected should be there. (unless you injected BBM_no_banner)

I clicked inside both of those long filename folders and found the 0000008f folder. I'm pretty sure I know which folder is the sysnand folder, since there are less files in the folder. My sysnand has less installed on it. Two programs.
