ROM Hack how would I go on making a pokemon fire red/leaf green rom hack

I seen many rom hacks of fire red, pokemon X/Y and etc and I want to start by making a gba rom hack because it seems to be easier not being reliant on 3d models so, How can I go on doing this?? links to any programs, tutorials or help from you would make my evening...
