Hacking Japanese new 3ds xl on fw 9.5 Can I downgrade?

I'm looking to buy a new 3ds xl smash bros edition that is on 9.5. This was a launch n3ds so it should have originally come with 8.1 so I'm worried it got updated through gamecart and has no internet browser. I would like to downgrade to 9.2 or 9.0 and then install an american emunand on a cfw if I can. Is this possible? I dont have cubic ninja for jp or ocarina of time only gateway(dont really plan on using) does the downgrade process work with jp fw? Thanks

EDIT: Seller says version is 9.5-22J so browser or no browser installed?

If it is the launch edition 8.1 then better not buy it as you don't have browser and might not able to get it even after updating using game cart. BUT if you live in the USA or UK there are some reliable members here to whom you can send the console to hardmod (if you can spend a bit more). If you planning to do that you better make sure we still on latest firmware 10.5 (currently it is at time of writing) and then update it to 10.5 with internet as soon as you get chance, and then send it to get hardmod and downgrade (firmware 10.4 and 10.5 requires hardmod to downgrade).

If you have any other console in view that is at least running on 9.1 or 9.2 then you get direct access to CFW.
Anything on 10.3 or below you have chance of downgrading without hardmod.
On 10.4 and 10.5 (latest at the moment) requires hardmod first and then downgrade possible.
On 8.1 you have no chance of getting CFW working.

Once you get CFW working you can do emuNAND region change but don't expect eShop of that region to work (as it doesn't).

Just got an answer from the seller version is 9.5-22J. Does that mean it has a browser?

will I be able to do it without CN or OoT?
It is possible to do through browser, you don't need anything else except working internet access.

EDIT: There are many guides to downgrade BUT for your JP region N3DS you need to REMOVE a CIA from the update pack or else it will brick your 3DS.

"PLEASE NOTE: JP N3DS Users, you'll need to remove the 000400102002CA00 title in order to not get bricked!"
