I have heard about people having problems reinstalling dlcs with fbi, so they had to use bbm to be able to

As for the OP's question, I don't really know. I personally use FBI more than DevMenu/BBM. Only times I see myself using BBM is for reinstalling DLC that my eShop deleted.
After I found out SocketPunch existed, I fell in love with FBI even more! (1.5MBps for installing things is decent)

i mean i install some ftp app but it doesnt work then i want to delete it but i don't know what serial are they some of them are really obvious like CTR-XX"NTR" but this one i really can't find it ( microsd management )

hmm, I didn't have any issue installing Theatrhythm's DLC through FBI.It might just be Theatrhythm's bizarre, broken DLC system.
Or it might just be an issue with any game that has multiple DLC updates
