i assume theres a typo in that firmware version.

either way, if you only can install legit cias, and cant access eshop right now, no way for you to update.

the cartridge games include the update not the CIA especially the legit CIA since it was preinstalled on the system it was dumped from

Maybe he meant 9.6, which is why he would install a legit cia of a game (tries to pirate but can only use legit cias).
In that case, downgrading to 9.2 is possible.

If he really meant 3.6, then updating to 9.2 is recommended to get a CFW with an updated emuNAND to access eShop, or get a cia update.
