Just the the file itself won't be sufficient. You'll also need "U_Tility_NUS_Client.exe" for it to function properly in the same folder (since it was also hosted there)

EDIT: Cleared up why it was detected as a virus. I wasn't aware this was a known false positive and had every right to be worried.

According to this pleasant gentleman here, false positives do not exist.
