Posting on behalf of my friend. They are on 10.3.
On my instructions, they set the DNS to the tubehax one to stop the updates. But when trying to access the browser they get.
"The Internet Browser cannot be used at this time. Please check your network enviroment or try again later."

Is there a way around this or a possible fix?

Sounds like Nintendo activated the "kill switch" for 10.3's browser then. That's the "other" message you get (if using Tubehax or other URL blocking) once you have the update nag for the browser on your system, if my memory doesn't fail me. Short of upgrading to 10.4, or downgrading the console, no, there's not much you can do about it that I know of.

But there's no way for them to downgrade without the browser?

I was going to set him up with browserhax then use that to downgrade and install rxTools on his system.

There's not a lot you can do then, unless you update to 10.4, or grab a copy of OoT3D and install hax 2.5 on it (using your 3DS; yours is hacked, isn't it?), with a payload that matches his 10.3 system, and then try the downgrade, if he's willing to do it.

Yes mine is hacked. I can easily install a payload into a OOT3D for him.
I shall tell him he needs to buy that game to get homebrew. Thanks for the help!

It's possible his friend might not have been using Tubehax right away, and by the time he had put it on, it was too late. I can maybe check to see if they updated the "switch" in a bit, once I get on my computer.

I don't know how long he had it off before, I told him to put it on ASAP as soon as I knew 10.4 was out.

I don't know what's up because I'm using the browser on a New3DS 10.3 emunand, with no tubehax, blocked domains, downgraded browser or anything...

you can delete the update nag by going into the recovery menu. hold l+r+a+up during boot, then exit, DO NOT UPDATE. take out your SD card and see if the internet browser works.
