if all else fails, then your last resort is to boot into recovery mode (L + R + A + D-PAD UP) and update again. Then try to downgrade again.

Settings app is bricked then.
I don't know any other solution. You might be fully bricked, I'm not sure.

Are you sure you held the d-pad up, and not the circle pad up during the button combinations? Also, you must do the button combos as soon as you turn on your 3DS!!

As a reminder, power on, then immediately L + R + A + up on the d-pad.

first, unplug the 3ds from ac. then remove the battery for a minute (a few seconds should also work). After this press power button an directly the L + R + A + D-PAD UP (it's the cross). don't know, if this will work but u can try.
Another idea is the same procedure without sd card or with a formatted sd card...

Actually, they should make a club already.

Hold L+R+A+D-Pad Up, then press the power button while still holding them, and keep holding. It's possible that you didn't press the button combination in time when you pressed power first.
