There is no game with 10.3

Seems. Ninty won when 10.4 releases. or no?

I don't know, I just want to know how to manually get to a upgraded firmware .

The highest Emunand can go on a N3DS is 9.5.0-23 use this tutorial to update your Emunand http://gbatemp.net/threads/tutorial-how-to-update-emunand-on-a-n3ds.393701/
Also downgrade while you can to 9.2 if you have not already do no update past 10.3.

10.3 is the max; just word to the wise do it ASAP because a semi brick is fixable via recovery Ota and once nus is 10.4 you're fucked
