You really need to provide more information like do you have a Orig 3ds or a new 3ds ect plus it's impossible at the moment to install DS games. I suggest you look at other threads on here that already answer your questions

l have the first 3ds, not the new

You can emulate GBA games, but you have an o3DS so it would run slow. The best GBA emulator atm for the o3ds with fw 9.2+ is mGBA, I think? Also, if you want to play DS games, the only option is a cartridge like an r4 or DSTWO

1: There's an Emulator, but it's very slow, and doesn't work well. There's a way to install GBA games directly inside the 3DS instead of using an emulator, but you can not use that on 10.3 yet.

2: No, likely never. you need a DS mode flashcart for that.
