ROM Hack Is it possible to edit villagers in Animal Crossing New Leaf?

There are a couple of editors but I'm not sure which ones are still useful and which are outdated, I'm using a 9.2 3DS so what are my options? How about editing the village itself?

I already got my data backed up using savedatafiler.

Which one? It says leaftool is no longer supported but does that mean not supported by higher firmwares or not supported at all anymore?

Don't use LeafTools.
