Some console titles may run at 60fps, but PC can run almost any game at 60fps or more.

Well, what are your PC specs? You may assume that every person's PC has a bazillion and 1 GB of RAM and what-not like yours may have.

ASUS (idk) 1680x1050

The game has way lower requirements than that, though.
Real question is what is the specs of the PC failing to run that game?
Because the requirements are not that high.

That's not very much to expect of somebody's PC. In fact, it should be minimum at least.
I don't think PC is the problem. Sounds to me like whoever had problems with that game needs an upgrade.
And really, a game won't run the same across all PCs unless Sonic Lost Worlds is literally the worst port ever, so it should run better on more powerful hardware.
That's another reason why PC is great. You can upgrade your hardware.

Bear in mind that I buy development PCs (because all the Temp knows I make games, not play games ) and only have like, what, 4GB of RAM or something like that. I can't remember my processor specs off the top of my head, but it's probably a good, fair speed for development purposes. Oh, yeah, I remember now. It's an AMD Radeon A8, according to the sticker on the side of it.

I was thinking about that for a bit. I got a PC Gamer magazine for my birthday 2 weeks ago, and found some pretty wicked PC components in there! I may consider!

Obviously, I'm just gonna think about it for the time being. I also do want to do more research into this. I'm only a beginner in PC building, really.
I may want to spend my money on something else. Like consoles!

Since (I assume) the plaza is more of an interactive HUD and doesn't require fast reaction times it's not much of an issue.
If multiplayer had a choppy framerate that would definitely be an issue.

Also before anyone goes "Wii U 1080p 60fps" on me, Splatoon and MK8 run in 720p, but still a solid 60fps.

For multiplayer I would definitely prefer 720p 60fps over 1080p 30fps..

but if the game was on PC I could have the best of both worlds by overclocking my monitor to 76hz at 1080p.

my pc is pretty good:
Intel Core i7 with 8 cores clocked at 2.5 GHz
Nvidia GeForce 880M w/ 4GB GDDR5 Ram
1x8GB GDDR3 Ram
1 2TB Internal Hard Drive
1 1TB External USB 3 Hard Drive (backups, save data, and some games so that i dont need to install them on my surface, because my surface has a puny storage space)
Windows 10 Pro

i use 2 displays:
A 25" or so 16:10 monitor at 1680 x 1050 60Hz (used for single-player keyboard-based gaming and typical computer stuff)
And a 40" Wall Mounted TV as a secondary display and tv (used for steam big picture mode, and any multiplayer games. i have my cable box wired into my pc and typically have it playing on this screen, but i also have all my consoles plugged into it, so its used as more of a TV than a monitor.) This runs at 1080p 60Hz
