ROM Hack [Request] How to make cia region free and fw spoof

Hi All, I know when starting with a 3ds file you can enable region free and fw spoofing by using a converter eg simple cia converter. But if you only have the cia file, how can you make it region free and fw spoof? I can decrypt and extract the cia but have some troubles rebuilding the cia. So any advice or tools would be much appreciated, thanks.
Also can you outline differences when trying to do the same thing with dlc or demos compared to standard apps?

You can spoof the cia and make it region free by using the 3DS to CIA converter, which is hosted on Maxconsole.

Yes I know you can use simple 3ds to cia converter but if you only have a cia file eg for eshop or dlc or demo then how do you mod the cia directly?

Tried that there's no rf or fw spoofing for cia files. Converting cia to 3ds also fails for dlc and demos.

There's probably not a way, at the moment. sorry >_<
