I have a 3DS on firmware 9.2.0-20E and i wonder what i can do with it. I've read you can downgrade it to 4.X and stuff but is that enough to play backups or do you need a flashcart as well?

You can install rxTools to play CIA backups. The poster above me linked to the official rxTools thread, but here's a tutorial on installing it (as well as other things you may want to do): https://gbatemp.net/threads/tutorial-installing-rxtools-custom-firmware-3ds-and-2ds.390867/

It looks like you know nothing about 3ds scene, follow cfw tutorials carefully. Its the same questions all the time, cfw works firmware between 4.x -9.2.
So yes you are good to go.

Start at the top and work your way down - the optional stuff is at the bottom. Skip parts that don't apply to you.
So i did the steps, got to "Installation Data Suite" and it said everything was successful but i don't think it did the "it should then autoboot into rxMode in Emunand." part. It just went to the normal 3ds boot screen.

Can i open this with the homebrew launcher?

It probably did boot emuNAND, assuming you have emuNAND set up. Otherwise it booted sysNAND (but with signature checks patched)
Unless you change something in emuNAND (change the theme, make folders that spell "EMU", change the size of the icons...) it will look exactly like your sysNAND since it is a copy.
And yes, a .3dsx launcher is included in the download.

I understood almost none of that. What should be my next move?

Continue with step 4 and follow the guide until you see "You are now ready to install CIAs! Read further to learn about RxTools' other features!"
It might be good to read the section below it as it explains some terms used. Then if you want you can follow the section "Launching rxTools at boot - Themehax!"

You really need to spend several hours reading on this forum to get your bearings otherwise you are very likely to mess up and RUIN your 3ds. This stuff isn't hard, but it also isn't for the feint of heart.

I'm not sure what the youtube video will do to you so I'd be careful. Someone else may be familiar with it though.
