I don't think it's themehax 1.2/1.3 you need, it's a ninjhax 2.1 payload.

what is your console firmware?

(by the way, you should be able to just use the exit shortcut L+R+Down+B to exit them on 2.5 for now)

Tested the 1.3 offline installer and didn't work on 9.2 with Ninja 2.x. But worked great with menuhax 2.0 ( https://github.com/yellows8/3ds_homemenuhax/releases/download/v2.0/menuhax_v2.0.zip )
