Hardware Used WiiU and Nintendo Network ID question.

I am really confused about what I read around the internet. I want to buy used WiiU but it seems that is the other person already has NNID on it I cannot put there mine (from 3ds) and use it. I dont want to purchase things and add funds on someone elses account even if he gave me PW etc. because he will always be in charge of that. Is there a possibility to completly remove previous NNID and put there mine like it was on a brand new console?
This is stated on Nintendo website:
  • Once a Nintendo Network ID has been associated to a Wii U console, it can only be moved to a new user on the same console where the account was originally created.
I dont know how to understand that exactly. I dont want to use his account on another Mii. Thank you for any help.

You can have multiple NNID on one Wii U, I believe.
But it might be best to format the Wii U, so you can get rid of all the stuff on there already.

To format anything you need that password from previous NNID. I would like if someone can confirm more NNIDs on one WiiU.

You can have as many NNIDs as you want. Ot you can call Nintendo and they'll walk you through resetting a password without email verification. They will have you hold down three buttons (select and two others) which will bring up a secret support screen which you rattle off numbers from, then they tell you a code to enter that resets the password. There's a few more steps that they'll go through but it brings you to the point where you can delete the account.

Or you can just ignore it and use your own account, and just have the previous owner's Mii hanging around your Wara Wara plaza.
