Before anyone states Cubic Ninja, even though you scan a QR code on another computer, the 3DS still needs to download the full payload.
Buy Cubic Ninja, go to Starbucks/McDonalds/etc, and load Ninjhax there?
Or what about OoT and a save dongle?

You don't need to know how to program or how to hex edit to USE homebrew, only to MAKE homebrew, so I don't know why you'd mention being able to program in BASIC and being a beginner with hex editing.
Anyways, as other people have already mentioned, since you have no internet access on your 3DS, then you're screwed. At least right now.

Go to a mcdonalds and use the wifi there to set up browserhax. Then install themehax so you don't need internet anymore.

If you don't have an internet connection you can't really use any of them. They require internet to just to install. If you can get an internet connection though, you can get browserhax and install themehax which works offline.

True. Forgot about that. If he has that he could use his PC as a hotspot. which is really easy to do.
