Actually, RxTools is a Good EmuNand to use. Personally, I think it's better than cakes! You do as you please, though.

Use Reinand or cakes and use the cia's of 9.5 to update your emunand (search that iso site for the 9.5 cias), you should be able to run it after that. (Sorry if it's unclear, I suck at giving advice but i thought I should help.)
