Yeah, good idea! Perhaps the OP didn't actually realize that you could install a Flipnote Studio CIA. I've not been onto that iso site to check, though.
Or, perhaps he is on >9.2 and looking to get a cheap port, or something.

I have Flipnote Studio 3D installed via cia. The original Flipnote Studio may or may not work.

It came out July 24th, 2013, so I can pretty much guarantee it will run on 6.x and above.
Not really sure though, but your signature says you have a 2DS with 6.1, so you should be good.
Whether or not there is a EU version floating around is the question.
You could always get with the times and EmuNAND, you're compatible with MSET.

It's for the DSiWare, but you can install the DSiWare on a 3DS
