Hardware Japanese n3ds still has parental controls help please

Like I said in the title. I bought a japanese n3ds because the seller confirmed to me that the 3ds was on 9.1J firmware and I wanted to use it for CFW. My sky3ds got lost in customs though, and so I was hoping to play some of my US games, but I cant even get ninjhax 2.x because I cant use the internet for browserhax because the parental restrictions prevent wifi useage.

I know that NoA has a forgot passcode section on their website, does NoJ have a similar place or a phone number in english that I could call? I just need someone to point me in the right direction

I can't install themehax without using another *hax first, thus I wanted to use browserhax but I can't. If I could contact official nintendo support I would be golden, but I don't know where to go for that :/

I have, the 3ds uses an algorithm to create a master code daily, and I guess after nintendo found that tool, they changed the algorithm and the tool no longer works unfortunately

I had a similar problem with a Japanese 3DS that was parental control locked. The firmware was greater than 7.x so the tool no longer worked. NOJ will provide a master code, but they only do it via telephone. There's no online form like the one on the NOA website.

So unfortunately if you can't guess the PIN number or the answer to the secret question you do have to find someone who can speak Japanese to call for you. I asked a rep at NOA if they were able to generate master codes for Japanese consoles. She was happy to try for me, but confirmed that the algorithm is different and they don't have access to it at NOA tech support.

Luckily for me the secret question the previous owner used on my Japanese console was "What was your childhood nickname?" and just on a hunch, I typed in the previous owner's username verbatim. Amazingly, that was the answer! So sometimes it pays to try some simple guesses like that. Also try 0000, 1234, 1111 and so forth for the PIN. Lots of people are lazy like that or just don't care enough to come up with a difficult PIN.

I bought it used on amazon, the seller doesn't know what it was. He recommended a system format but you cant do that with the restrictions so I don't know what he's on
