Homebrew Homemenuhax and Browserhax, what do these do?

I know there are post about these, but they fail to included exactly what they do. Mostly the posts are filled with how to install and do not go into depth about what they do. Are these alternatives to the current HBL, or is this just something like the Wii U exploit, they have them, but they do nothing?

Exactly.
If your 3DS doesn't boot (unlikely), just remove the SD card. This has the same chance of being banned as the other NH-based exploits (very small).

Yes. If you have the latest, you don't need a separate one.
