Hardware Home Menu themes broken, any way to fix this other than a backup?

Not too long ago I got the little pink notification spot on my home menu settings icon and when I went to check out what was up, I discovered that I couldn't change themes at all. Upon clicking the Change Theme button it says "Creating theme management information..." and then fails:

I've tried taking my MicroSD and running a disk error check and that was not the problem, swapping my MicroSD altogether by copying the files over did not have any effect either. I do have a barebones backup with some old save data and DSiWare from my system transfer when I got my N3DSXL a month or two ago, but I would lose all that game progress just for themes and I don't think I can do that.

Does anyone know what I should delete from my SD card to make my 3DS regenerate the home menu without losing my games and saves? is it the "private" folder?

System Settings ->Data Management -> 3ds -> Downloadable Content - >Themes.

Delete that then redownload the themes would be my suggestion.
(forget this if you're running hacks of course)

It's not possible to open the theme shop due to this issue. (I did delete the themes.)
Took some searching, but they're stored here as DLC:
Nintendo 3DS\longAssRandomNumber1\longAssRandomNumber2\title\0004008c\00008f00\

Well, I tried restoring that folder from a backup as it was not present on my MicroSD and there was no fix. I can try removing and restoring the contents of more of these folders going by the directory structure of my system transfer backup, but I'm also thinking of giving in and restoring the backup and just renting animal crossing so I can use powersaves to cheat for bells to regain my house remodels (I happen to have the eshop version).

edit: nevermind at restoring the backup, just not worth it. it screwed up streetpass mii plaza and the amount of progress i had in that was too much for me to let go of for themes.

I had the same problem so I decided to find out which file was responsible for this. I deleted it and my Theme Shop started working again. Follow these steps;
1. Insert SD Card into PC
2. Copy the folder "Nintendo 3DS" and paste it into Documents
3. Copy the pasted folder again (The first copy is for backup in case something goes wrong; the second is the one which you will alter) and paste it somewhere else (Don't forget to put the separate copies in different places so that you don't mix them up)
4. Open the second copy and open the following folders inside;
i. d6b72952e9431fe2f4fc3050f42d9846
ii. 7afb00d7641015904e43617200824a54
iii. extdata
iv. 00000000
5. Delete the file "000002ce" (Now you have deleted the corrupted theme shop management file)
6. Format the SD Card
7. Copy and Paste the altered copy into the SD Card
8. Open the 3DS and open theme shop and it will start creating the information.

there isn't a "000002ce" file in my equivalent location, but there's a "000002cd" -- deleting this worked! thank you!
