Hacking Anyway to boot rxtools offline after installing the whole thing

So I was gave an old 3dsxl with 7.2.0 16u firmware. I had access to Mc Donalds WiFi long enough to install the entire rxtools. Is there anyway to launch the rxtools without online or will I need to install something else (I do have a dstwo flashcart if that helps, I do not have cubic ninja though and I don't mind walking 15 minutes to mcd's for WiFi but would prefer not to)

Or you use MSET. You can do it now if you downgrade to 4.x, or you can wait for 9.x mset.

It seems 9.x mset is already supported,
"msetdg.exe :
Use this tool if you want to downgrade your System Settings app in your sysNand.
This is useful becouse will make that entrypoint available on systems versions
higher than 4.5.
Once you've choosen your region, the 'msetdg.bin' file will be generated, and you'll
have to copy it in the root of your sdcard.
Once you downgraded the app, this file will automatically be deleted.

I know, but it seems no one has got it working. As far as I know, only CakesFW has 9.x mset right now (besides GW on N3DS)

EDIT: So apparently that installs downgraded MSET, doesn't boot from it...

Also if you have an iPhone and you're jailbroken, you can do this manually by hosting the launcher file on your phone and tethering to your 3DS.

PDAnet works, but if you're having problems with that tetherme also works. I don't use data so I put fake info in the APN settings so it doesn't actually connect to the internet. The native tethering is a lot slower than PDAnet though.

So I followed all the steps for downgrading my firmware to a t, and it doesn't work. Strangly my 3dsxl says it is still 7.2 on the system settings but when trying the steps again (a just in case) rxtools says I am on the exploitable firmware. Very confused.
So I either have to wait for the 9.x mset or maybe install cakes? Could I do that after installing rxtools and if so how.

Launching gateway menu through the web browser and click downgrading with the downgrade file on the sd card doesn't work?
