Hacking Region change emuNAND to JPN

So I've been looking around the internet for a while without much success, I know it is possible for me to switch my emuNAND's region from USA to JPN, but I don't know what cias I need to install (for Japan) and what steps are outdated as I see several different ways, using different tools etc. and is it still necessary to be on 4.x or is there ways to run all the tools on 9.x now?

You can use 3DNUS program to download JPN .cia files. Just input firmware version (e.g 9.8.0-25U) to the program, select your 3DS type, then click Download.
No, there's no necessary for being on 4.x. Basically, you have to install the .cia files of the new region, inject SecureInfo_A (or SecureInfo_B) to emuNAND, then using "Format System Memory" in the emuNAND. In order to inject SecureInfo_A to emuNAND, you can use rxTools (it's the easiest way, but doesn't work for those who have SecureInfo_B console), or generate xorpad for your emuNAND (with rxTools / Decrypt9 / 3DS Multi Decryptor), then use Riku's tool to inject the file.

Edit: The latest commit on rxTools Github has SecureInfo_B injection / dumping feature.

I'm not sure, however someone I know changed the region of his N3DS, so I assume it's possible. Since you can't use rxTools on the N3DS, you need to do the following steps:
- Run Decrypt9 via ninjhax to generate FAT16 xorpad for your emuNAND.
- Decrypt FAT16 partition of your emuNAND with that xorpad (Edit: Riku's Tool will do that for you)
- Use Riku's tool to inject SecureInfo_A file to your emuNAND.
- Inject your emuNAND back, then do a "Format System Memory".

Do I use sysUpdater to install the cias or DevMenu/FBI etc.
No, just DevMenu / FBI is enough.

And again, don't do it on sysNAND!

If you use Riku's tool, just open it, then click Inject SecureInfo_A, and choose your emuNAND.bin file, xorpad file and SecureInfo_A file.

If you use Riku's tool, just open it, then click Inject SecureInfo_A, and choose your emuNAND.bin file, xorpad file and SecureInfo_A file.

I mean you have to format your emuNAND.
I mean, how? How can I get SecureInfo_A?

Also, again, to format my EmuNAND, I have to connect to the internet right? What if it asks me to update to even format?

- Backup your emunand with emunand tool
- Format your emunand with the gw menu (backup your sd card content first)
- Download the 9.0.0-20J or 9.2.0-20J (depending on your current firmware)
- Remove all the cias starting with 0004001B, 0004800F, 00048005, 00040130 and 00040138.
- Copy the 9.X folder in your micro sd card
- Boot into gw mod, use BBM to install all the cia from the 9.X folder, then do a format system memory while in emunand (check if you see the GW3D first)
- Now download this pack : http://jheberg.net/captcha/emunand-toolkit/
- Extract your emunand with emunand tool and put it in the emunand toolkit folder
- Put your nand xorpad in the emunand toolkit folder too.
- Execute decrypt_n3ds.bat
- Open WinImage then drag and drop the emuNAND.fat16.bin file on it.
- Go to the rw/sys folder, delete the SecureInfo_A (or B) and replace it with a jap SecureInfo_A (rename it SecureInfo_B if needed)
- Save and close WinImage.
- Execute reencrypt_n3ds.bat.
- Inject your emunand with emunand tool
- Boot into your emunand : it should be in japanese now.

i followed this but when i set up the new emunand the system freezes at the internet options, what do i do

Did you try to inject the secure info and delete the duplicated titles before formating the console (while in emunand)?
