Hacking Can't install Ninjhax, Pasta CFW or Downgrade

Well, this is a problem of a friend, and every option him has doesn't work:

His current state:

-O3DS
-FW. 7.2.0-4 (He was on 2.0.0-4, updated with ORAS retail cart to 7.2).
-Has browser applet (spider).
-No 2.0.0 NAND backup.

• He has Cubic Ninja, but the exploit just doesn't intall, it gets stuck on 70%.
• Trying to downgrade gives FATAL ERROR.
• There aren't really many options for him using spider.
• Formatting emunand results succefull.

I would really apreciate some help, since this dude has waited so long to obtain a plausible way of playing something on his 3DS, had the oportunity to buy gateway but refused.

Are there any chances that an imported save for Cubic Ninja will work?

Has he tried rxTools? IIRC it should work for that version of the browser. If it does, he should be able to use the H&S replacement as talked about here http://gbatemp.net/threads/tutorial-installing-patched-rxtools-cfw-start-to-finish.390867/

The point is to install Title Manager or FBI first.

And if you'd checked the link I left, you'd see that that's exactly what the H&S replacement does It injects a copy of FBI into the Health and Safety app, so you can run it and install .cias without Ninjhax/downgrading.etc.
