Are you sure you're booting into Sysnand when installing mset.cia?

i have to wipe emu nand? or can i switch memory cards just to setup mset?

boot into sysNAND by holding 'B', then press 'A', the press 'X' while on gateway menu then install the cia again and no you don't have to wipe your emunand

its working thanks, also can i format emunand with out it updating cause i dont think emunand supports the latest update.

I don't think that should be a problem but remember that your emunand fw version will be same as your sysnand. Latest emunand support on n3ds is 9.5. I think there was a method to update emunand on n3ds to 9.5.

Doing a "Format System Memory" doesn't trigger an update. It does ask to be online so it can unlink your NNID from that console, since part of the format causes it to create a new console ID. It doesn't change the version of any system apps, it just clears out any user-specific data.

Personally, I left my emuNand the way it was and formatted sysNand to unlink them, since I don't use sysNand for anything at all other than getting to emuNand. But that's me. You do whatever works best for your situation and goals.
