Yes, there are 3ds emulators and some of them such as certain Citra versions can boot some commercial games and even let you play them to some degree. Note that there is a big difference between "can get past the menu and do some actual gameplay" and "playable enough to beat the game without cheats or transferring the save to a real 3ds to get past certain parts". Not to mention it will be very slow without an OpenGL renderer which I don't think is in the main branch yet. 3DS emulation has come a long way but there is still tons of work left to do before it is even as good as Nesticle.

i only wanna play pokemons and stuff, is any of them working ?

No, and even when they do start working it will almost certainly be quite a bit longer after that before they are winnable. Citra is at the point where in a couple of games you can play the first level or the tutorial level.

I think the only fully working game is OoT

I don't think OOT is fully working, if by fully working you mean able to complete the game from start to finish. There are a couple of others like Super Monkey Ball and Etrian Mystery Dungeon where you can complete a level or so.

Citra and 3dmoo. Citra is the apparently furthest, 3dmoo I hear is still being worked on but not publically. Come back in six months or so. Even then, they got oot playing back in january. Six months later it runs about the same and a couple other games run the same way, very very slowly, so it'll take some time.

Yup there's a "private" version being developed of 3dmoo :P

Also, do keep in mind you need to throw decrypted Roms at them to get anywhere, as the decryption engine isn't (and may never be ) emulated because of complexity.
