The detection looks like it is unforgiving and based down to the exact pixels of the current sprite animation. They should probably add a bit of a buffer area around it to compensate for the D-pad controls.
On a side-note:
Did you know you can control the ducks with the opposite pad on a NES/FC? I repeatedly did this to a girl for a total loss every time when I was little. She finally caught on after a few rounds because I finally lost my ability to keep my laughter in.
I'll have to bust out my old Famiclone and try this out, it could be a cool versus thing.

As long as there's homebrew. there'll be frontpage posts about it on the Temp. Thing is, we're going through a homebrew drought as the scene is slowly migrating to new platforms, so it'll take some time for everyone to get up-to-speed.
Especially Vita homebrew scene.
